Law belongs only to Allah and is explained theoretically and practically by his prophet. The taks of mujtahid is just try to find the certainty of laws mentioned in the Qur'an and hadits. The national defferences between the mujtahids among others is the lack comprehensiveness in delving the law, such are the law for women getting menstruation and people after having coitus, whether they may enter a mousque or not, and whether they may recite al Qur'an or not. Some ulama permit them to do those activities, but some other do not.het.
