Nowadays, solving conflict after it has happened is more expensive in cost whether material, social, and psychological cost compared to preventive effort before conflict happenend. Preventive principle at present becomes the choice for creating peace. Efforts for reaching peace which was colored by negative peace creation efforts in the past; that is the condition without war, is now colored by positive peace creation efforts; that is the condition without structural and cultural violence. Positive peace is done through education effort, solving poverty problems, didease, illitearcy, marginalizing the poor, the improvement of economic level, and the struggle for getting democracy and human rights. Globally, the creation of peace, nowadays, is not only merely through peacekeeping, that is solving violence conflict, but is more directed to peace making, and peace building.ifa.
